Construction materials generated by demolition and construction of buildings and infrastructure also include contaminated earth and rocks from excavations. When not contaminated and in compliance with the conditions provided for by current legislation, these materials can be reused both at the production site and in a site other than the production site or as a by-product.

If the regulatory requirements are not met, contaminated soil and rocks must be classified as waste and identified with an EWC/EER code (European Waste Codes). The classification as hazardous or non-hazardous waste depends on the presence and concentration of contaminants, which can be determined through specific chemical analyses.
