The Decree of the President of the Council of Ministers of 29 January 2025 approving the Single Model of Environmental Declaration (MUD) for the year 2025, which must be used for declarations referring to the year 2024, was published in the Official Gazette (General Series) no. 49 of 28 February 2025.

As communicated by the Ministry of the Environment and Energy Security, based on Article 6 of Law no. 70 of 25 January 1994, the deadline for the submission of the Single Environmental Declaration Model (MUD) is set at one hundred and twenty days from the date of publication and, therefore, the submission of the MUD must take place by 28 June 2025.

The publication of the annexes to the Decree of the President of the Council of Ministers approving the Single Model of Environmental Declaration for the year 2025 is entrusted to the Ministry of the Environment and Energy Security which, to this end, has published the following documents on its website:

  1. Prime Ministerial Decree of 29 January 2025 – Decree of the President of the Council of Ministers approving the MUD for the year 2025;
  2. Annex 1 – Instructions for filling in the Single Environmental Declaration Model (MUD);
  3. Annex 2 – Simplified waste communication;
  4. Annex 3 – Data collection models;
  5. Annex 4 – Instructions for electronic submission;
  6. Summary of MUD 2025 amendments.

On the Unioncamere website, IT products and portals for the compilation and presentation of the 2025 MUD will be progressively published. Unioncamere will provide:

  1. the IT product for the compilation of Waste Communications, Packaging, End-of-Life Vehicles, Waste from Electronic and Electronic Equipment, which will be made available through the MUD section of the EcoCamere portal and through the Telematic MUD website;
  2. the IT product for the control of the forms of the declarations transmitted by the subjects who use software products other than the one prepared by Unioncamere.
