For companies required to comply with RENTRI (National Electronic Register for Waste Traceability) obligations, an important deadline is approaching: in fact, the transitional period (double track) will end on 15 September 2026, during which RENTRI members can continue to use, as an alternative to the digital FIR, the paper form.
In fact, starting from 16 September 2026, for operators registered with RENTRI, the issuance of the FIR in digital format (xFIR) will become mandatory in the cases provided for by current legislation and it will no longer be possible to use the paper FIR as an alternative to the digital one.
Digital FIR (xFIR) obligation from 16 September 2026
The obligation will concern, in particular:
- hazardous waste;
- non-hazardous waste produced in the context of industrial and artisanal processes and deriving from the treatment of waste, sludge produced by drinking water and other water treatments and wastewater purification, as well as waste from fume abatement, septic tanks and sewerage networks, when the producer has more than 10 employees.

Producers of non-hazardous waste who are not
registered with RENTRI do not have to use the digital FIR.
In all cases, the producer/holder of the waste may choose to request the issuance of the form from the transporter. This producer/holder must in any case proceed to sign the document.
The method of issuance of the FIR by the producer/holder defines the method of compliance by the entire supply chain:
if the producer/holder is obliged to digitally issue the FIR, then the entire supply chain (transporters, recipients) must manage the FIR in digital format;
if the producer/holder is not obliged to digitally issue the FIR, the management of the FIR must take place in paper format for the entire supply chain.
Verification of one’s own operations RENTRI
As the entry into force of the obligation to use the digital FIR (xFIR) approaches, it is advisable for the companies concerned to promptly assess their level of organisational and technological preparation. Anticipating the necessary checks makes it possible to avoid operational slowdowns and difficulties in managing the collection and transport of waste once the transitional period has ended.
It is therefore recommended to:
- verify the correct functioning of the IT solution that will be used for the management of digital FIRs, choosing between the services made available by RENTRI or any interoperable management software;
- verify that the devices intended for the use of the App with which to fill in and sign the digital FIR are correctly configured, updated and working, carrying out the necessary access and use tests in advance;
- informing the staff involved in the compilation, signing and management of digital FIRs;
- schedule some operational simulations before 16 September 2026, so as to identify and resolve any critical issues before the start of the obligation.
