The circular economy in industrial waste management

The circular economy applied to the management of industrial waste is a key element of European sustainability policies.   • Directive 2008/98/EC (Waste Framework Directive), defines the waste hierarchy, introduces the concept of by-product and regulates the conditions for the end of waste status;
  • EU Circular Economy Package, establishes new recycling and waste reduction targets, with particular attention to industrial waste and critical materials;
  • EU Regulation 2020/852, defines technical criteria to identify sustainable economic activities, including recovery and recycling processes;
  • Legislative Decree 152/2006 and subsequent amendments and additions regulates the classification, temporary storage, traceability, recovery and disposal of industrial waste;
  • RENTRI, the new digital traceability system, which introduces registration, interoperability and control obligations along the special waste supply chain.

The integration of these regulatory instruments allows companies to adopt more sustainable management models that comply with European directives.

Recovery of materials and recycling of special waste

The recovery of materials from industrial waste is governed by technical and authorisation standards that regulate:

  • recovery operations R3, R4, R5 provided for by Annex C of Legislative Decree 152/2006;
  • End of Waste criteria established by European regulations and national decrees;
  • physicochemical and mechanical treatments for the production of End of Waste;
  • recovery of metals, plastics, rubber and critical materials in compliance with quality and safety requirements.

The goal is to reduce the use of disposal and encourage the reintroduction of materials into production cycles, in line with the principles of the circular economy.

Sustainable management and obligations for SMEs

SMEs are required to comply with specific obligations arising from the European and national regulatory framework, including:

  • correct classification of industrial waste;
  • adoption of digital traceability systems;
  • transfer to authorised recovery plants;
  • implementation of environmental management systems (ISO 14001, EMAS);
  • monitoring of material flows and environmental KPIs.

The adoption of circular models enables SMEs to improve regulatory compliance, reduce environmental risks and increase competitiveness.
