Since 1 January 2021, shipments of plastic waste between countries have been regulated by new rules that the EU introduced by implementing the Decision taken by 187 countries in May 2019, during the 14th Conference of the Parties to the Basel Convention.

With Delegated Regulation (EU) 2020/2174, the new entries that are used for the classification of plastic waste that is hazardous (A3210), non-hazardous (B3011) or requiring special attention (Y48) have been included in EU Regulation 1013/2006.

In addition, new entries for shipments within the OECD (AC300) and the EU (EU48 and EU3011) have also been introduced in EU Regulation 1013/2006.

Shipping and transport of plastic waste: the procedure

Depending on the type of plastic waste and the final destination (intra-EU, OECD, non-OECD) different procedures apply.

Exports of plastic waste from the EU

  • The export of hazardous plastic waste A3210 and hard-to-recycle plastic waste Y48 from the EU to non-OECD countries is prohibited.
  • Clean, non-hazardous and recycling waste B3011 can only be authorised for export from the EU to non-OECD countries under certain conditions. The importing country must inform the European Commission which rules apply to such imports.
  • The export of AC300 hazardous plastic waste and Y48 hard-to-recycle plastic waste from the EU to OECD countries is subject to the “prior notification and authorisation procedure”, both the importing and exporting countries must authorise the shipment.

Imports of plastic waste into the EU

  • The import into the EU of hazardous plastic waste A3210 and plastic waste difficult to recycle Y48 will be subject to the “prior notification and authorisation procedure”, both the importing and exporting countries must authorise the shipment.

Intra-EU shipments

  • For shipments within the EU, the “prior notification and authorisation procedure” also applies to shipments of AC300 hazardous plastic waste and EU48 difficult-to-recycle non-hazardous plastic waste.
  • All intra-EU shipments of non-hazardous waste for EU3011 recovery are exempt from these new controls.

For companies that produce small quantities of waste, such as, for example, body shops, mechanical workshops, screen printers, carpentry shops, etc., a micro-collection service is  made available and assistance in the administrative and operational management of waste, in compliance with current environmental and safety regulations. For bulky waste and large production flows, the company can rent containers, roll-off compactors and compactors with remote monitoring and control system.

The collection of plastics is organized and agreed on the basis of the specific requests of the customer, which can be communicated simply through a telephone or email request, and on the basis of the specific type of plastic material. There are two macro-families of plastics, thermoplastics, including polyethylene (PE), polypropylene (PP), polyethylene terephthalate (PET), polystyrene (PS), polyvinyl chloride (PVC), polycarbonate (PC), acrylonitrile butadiene styrene (ABS), etc., and thermosetting plastics, including polyurethane, epoxy resins, phenolic resins, etc.

In order to allow specific recovery, plastic waste must be collected separately by storing the waste in special dedicated containers, or in big bags, or other containers suitable for ensuring the separation of the flows themselves.
